The Big Picture: Reimagining the Concessions Experience

Every year, roughly 20 million travelers pass through Chicago Midway International Airport. But its concessions program couldn’t keep pace with this enormous volume- it was time to catch up.

The City of Chicago Department of Aviation enlisted Midway Partnership, a joint venture comprised of Vantage Group, SSP America, and Hudson, to lead Midway’s first comprehensive concessions transformation in more than 20 years.

Alongside our industry-leading partners, we transformed Midway’s retail, food and beverage, and services lineup to better serve the airport’s nearly 20 million annual passengers. We executed a seamless transition of the concessions area while minimizing disruption to airport operations.

Midway Partnership invested more than $75 million to transform the airport’s concessions program, bringing more than 70 new dining and retail brands to Midway and nearly doubling the size of the concessions offering — from 40,000 square feet to 70,000 square feet. As manager of the commercial program, we also deployed our proprietary active commercial management system with an extensive dashboard that tracks performance across the concessions program, providing concessionaires with actionable insights to optimize performance.

The result: an elevated guest experience, increased passenger spending, new sources of non-aeronautical revenue, and hundreds of new jobs for the local community.

The Challenge: Making Every Square Foot Count

Serving almost 20 million passengers annually, Chicago Midway International Airport (MDW) is known as “The World’s Busiest Square Mile.” As an essential gateway to Chicago, Midway plays a critical role in connecting travelers to and from the city. But the airport was not originally designed to accommodate the passenger volume it sees today.

The previous concessions program left passengers underserved with limited options, aging facilities, and an experience that felt outdated. It was clear that a transformation was needed.

So in 2019, Midway Partnership took on Midway’s concessions transformation. We were tasked with executing a seamless transition while minimizing disruption to daily airport operations.

Adding to the project’s complexity was a significant physical constraint. Midway is surrounded by residential neighborhoods, with one of Chicago’s busiest thoroughfares, Cicero Avenue, running directly through the airport’s footprint. Without being able to expand the terminal, we were challenged with finding creative ways to grow the concessions program without changing the underlying footprint.

Vantage’s Approach: Transforming the Concessions Experience

In collaboration with our partners, we took a transformative approach to airport concessions management to elevate the guest experience by maximizing every square foot of available space.

The transition started with an ambitious interim program: Midway Partnership transformed nearly 50 concession locations during a compressed 10-day period through three overnight conversions. As existing airport concessions closed at 10:00 PM, our teams worked through the night to transfer ownership, rebrand spaces, and launch new retail and dining concepts. By 4:00 AM the following morning, passengers were welcomed by entirely new shopping and dining experiences, with locations reopening under temporary brands as part of the transition.

From the start of the project, all three organizations that made up Midway Partnership aligned very quickly around a common purpose. Our shared commitment and collaborative dynamic is what made the project so successful through every stage. That management approach not only allowed us to complete a successful transformation but also earned us the trust of the Chicago Department of Aviation.

Turning a terminal into a destination

In building out a comprehensive concessions program, we prioritized making the terminal feel like its own destination. We achieved this by:

Creating an authentic Chicago sense of place.

Working closely with our partners at SSP America, local restaurant group North American Concessions and Let Us Entertain You, and a diverse mix of local and national brands, we curated an experience that gives travelers an unmistakable taste of the city, with the flavors, culture, and identity of Chicago. From the city’s iconic pizza and hot dogs to beloved local restaurant concepts, the program celebrates the city’s culinary heritage while supporting local businesses and creating meaningful economic impact.

Introducing innovative retail experiences

Midway was one of the first airports to introduce a Hudson Nonstop retail concept, featuring Amazon’s Just Walk Out Technology, alongside mobile ordering, digital self-checkout kiosks, and enhanced wayfinding. We also incorporate events, pop-ups, and promotional experiences like food and drink samplings, live music, mascots, and giveaways. Together, these technologies offer convenience and flexibility to streamline the passenger journey, while events encourage spending and improve customer sentiment.

Unlock more value from unused space

Without the ability to expand the airport’s footprint, every inch had to work harder. This kind of transformation is only possible because Vantage and its partners are on the ground at Midway, not a distant investor or manager removed from the day-to-day workings of the airport. Being onsite means we see firsthand what’s working and what isn’t, and because we’re invested in the location’s long-term success, we can make confident decisions that an outside manager might hesitate to make. For instance, we uncovered opportunities within the existing terminal: underutilized walkways were replaced with centrally located restaurants that allow passengers to dine while remaining close to their gates. Meanwhile, obsolete spaces, like former payphone rooms, were transformed into retail and concessions locations. By creatively repurposing overlooked areas throughout the terminal, we were able to bring more dining and retail options to both passengers and airport employees while maximizing the value of Midway’s existing infrastructure.

It’s about bringing fun, theater, and excitement into a space passengers usually just want to get through. When you give people a reason to pause and enjoy the moment, they engage more, they’re happier, and that always shows up in the numbers.

Setting a new standard for commercial management

Because Midway was Vantage’s first commercial-only project, there was no established framework for managing a standalone concessions program or measuring commercial performance. Vantage’s portfolio had consisted largely of whole terminal and whole airport redevelopment and management assignments – and that background proved to be an advantage. Our experience running entire terminals and airports gave us a deep understanding of passengers, their behaviors, and how an airport works as a whole, and we applied that knowledge directly to Midway’s commercial program. Building on that foundation, we drew on industry best practices to develop our Active Commercial Management System (ACMS), a proprietary, data-driven commercial framework designed to support best-in-class concession management practices.

The comprehensive system takes a proactive approach to concessions management, transforming the traditional landlord-tenant relationship into a collaborative business partnership. Operators get actionable insights to help them improve performance, identify opportunities, and resolve issues before they impact the passenger experience.

The ACMS compiles operational, commercial, and customer experience data into a single management system, covering key areas, including customer satisfaction, sales performance and commercial trends, operational standards and merchandising, staffing and service quality, and health, safety, and preventative maintenance.
An extensive dashboard provides unique insights into every business across the concessions program. By unifying powerful business intelligence tools, the system elevates stakeholder voices while keeping data at the center of decision making. Robust analytics optimize pricing, measure performance, and increase profitability across the concessions program. This gives individual concessionaires a clear view of their performance, empowering them to identify opportunities for growth, improve operations, and serve passengers better.

Passenger feedback is also embedded throughout the program. Travelers can provide real-time comments through QR codes in concession locations, while operational audits, mystery shopping, and routine inspections provide additional performance data.

Together, these insights create a comprehensive view of how each location is performing, allowing operators to quickly identify opportunities to improve sales and the customer experience.

Implementing the ACMS delivered clear benefits: participating operators consistently improved sales and other key performance metrics while gaining unprecedented visibility into customer behavior, operational performance, and revenue drivers. The system enabled data-driven decision-making, strengthened accountability through performance benchmarking, and improved revenue forecasting accuracy. Operators leveraged real-time insights to optimize staffing levels, refine product mix and merchandising strategies, increase average transaction values, improve conversion rates, and better capture passenger dwell-time opportunities. The platform also helped identify underperforming locations more quickly, drive operational efficiencies, enhance customer satisfaction, and ultimately improve both financial performance and the overall passenger experience.

The ACMS is a standardized framework for Vantage to implement across other projects. While the system provides a consistent experience across every airport, each implementation is customized to the goals, operational priorities, and commercial challenges of an individual facility. The ACMS can therefore be scaled across airports while remaining responsive to the needs of each operator and partner.

The ACMS works because it isn’t built to police operators, it’s built to partner with them. When we share the same data and the same view of performance, we move from a traditional landlord-tenant relationship to a partnership, where we’re working toward the same goal.

Results: A Transformation with Impact

Midway’s first concessions transformation in 20 years was officially completed in 2023, with the latest locations opened in 2025. The redevelopment not only elevated the guest experience but drove new ways to generate non-aeronautical revenue and created hundreds of new jobs. Although the transformation is officially complete, the work never stops. In our lead role at Midway Partnership, Vantage will continue to optimize and grow the concessions program for many years to come.

The transformation resulted in:

  • An increase in sales and spending:
    • A 66% increase in spending per guest since 2016, the year prior to Midway Partnership assuming management
    • Total concessions sales surpassed $144 million in 2025, the highest level since Midway Partnership assumed management in 2017
  • Consistent customer satisfaction: The sentiment tracker, which collects feedback from passengers, is consistently in the 90% – 100% satisfaction range.
  • Meaningful economic opportunities for the community: Concessions jobs doubled from 700 to 1,400 with 80% of new hires from nearby Chicago neighborhoods.
  • Commitment to economic inclusion: Midway Partnership achieved one of the nation’s highest Airport Concessions Disadvantaged Business Enterprise (ABCDE) participation levels at 56%.
